So if you look down the rankings a team like Cape Verde Islands is better than Peru, Venezuela, Honduras, Panama, Nigeria, Hungary, and even Paraguay?

Those rankings don't mean anything. It's just a point system. Why did USA beat Spain back in the 2009 CC. Spain had a much better squad to win by like 5+ goals. In the World Cup FIFA rankings are just numbers. Teams will play with heart and forget those numbers.

I'm sure Paraguay could beat Cape Verde Islands easily, same with Nigeria and Hungary.

Germany should be number 1 but I hope the press pick Brazil to win because that will jinx them.unless they pick Spain.
