Why are they never considered?
Why are British film never entered in the "Best Foreign Movie" category in the Oscars. We really aren't the 51st state of the US

The Oscars are an English-language awards ceremony.
Foreign movies are considered non-English language movies. Unless the British film is spoken in a non-English language - it won't and nor should it be considered as "Best Foreign Film".

Because it needs to be in a Foreign Language for that category. Not a year goes by that British Films do not win several Academy Awards in the various other categories.
And, there have been many, many British films that have won Best Picture in the past: (including)
The King'e Speech
Ghandhi
Chariots of Fire
Slumdog Millionaire
Shakespeare in Love
