Are cons aware that the FCC has done studies before?

one from 2007 was called "News Operations

This study, which is divided into four sections, collects data on the size and scope of the news operations of radio and television stations and newspapers. It also analyzes the relationship between the nature of the news operations and market characteristics, including ownership structure and robustness."

this sounds very much like much of what Obama's study would look at, right?

Update 2:

you sure... "the relationship between the nature of the news operations and market characteristics" could easily be talking about what's going on in the newsroom... "news operations"

[The purpose of the proposed Federal Communications Commission study is to “identify and understand the critical information needs of the American public, with special emphasis on vulnerable-disadvantaged populations,” according to the agency.

However, one agency commissioner, Ajit Pai, said in a Wall Street Journal op-ed piece Wednesday that the May 2013 proposal would allow researchers to “grill reporters, editors and station owners about how they decide which stories to run.”]

but this study places monitors in the news studio and requests information about how they select which stories they broadcast.

That's stepping into a totally different area with this new study.

"The purpose of the CIN, according to the FCC, is to ferret out information from television and radio broadcasters about "the process by which stories are selected" and how often stations cover "critical information needs," along with "perceived station bias" and "perceived responsiveness to underserved populations."

That is a lot of information that is vague at best and can be defined as they wish. It's not like hard numbers that the study you mention looked at.

There's nothing wrong with being suspicious of the reasons why they want to know these things.

Yes, but this time it's been intentionally misconstrued to appear that Obama is going to force all the news companies to get his permission before they can air a story.

It doesn't have to be right, it just has to be scary.
