Is their any statue if limitations of the raped accusation being blamed on bill Cosby that happen 30 years ago?

Most people answer this question wrong. There are some crimes for which there is no statute of limitations. Murder is one of them. And, in many states, rape is another one.
These states have no statute of limitations (whatsoever) for rape or sexual assault: Alabama, Alaska, Arizona, Delaware, Idaho, Kentucky, Maryland, Mississippi, Missouri, New Jersey, North Carolina, South Carolina, Tennessee, Utah, Virginia, West Virginia, Wyoming.
These states have no statute of limitations for Class A Felony Rape or First Degree Rape: Indiana, Kansas, Louisiana, Michigan, Nebraska, New York, Rhode Island, South Dakota, Vermont, Wisconsin.
That makes 27 states in which Bill Cosby could still be prosecuted for rapes he committed "long ago."
One of the people who got the answer wrong was the Jewish "legal expert" from Loyola Law School, Laurie Levenson, who falsely informed an NBC News crew about the finality of the statute of limitations on the Cosby rape accusations.
She's wrong, wrong, wrong. The problem with prosecuting Bill Cosby for at least some of these years- or decades-old alleged rapes is that the physical evidence has disappeared. It isn't because a legal time limit has expired.

In UK not on a criminal offence and I think it is the same in USA. However there is a time limit on civil actions 3 years for a civil claim in damages and six years for debt. The Courts in UK have some discretionary powers in the case of rape and would use them

yes . All the accusations are decades past prosecution.
