It all depends on how you intend to live. What is costly here is, eating out, beer in pubs, etc. The main cost of your budget will be, where do you intend to live and, for that purpose, Norwegian universities have plans for foreign students. You should ask here:

Otherwise, a beer will cost you anything from 50 to 100 kroner and a restaurant visit will cost you from 200 kroner upover. But if you only dine on McDonalds and that sort, it can be cheaper! ;-)

    Where in Norway?

Have you looked on the NTNU website to see whether you'd actually be eligible for a scholarship? (NB scholarships don't cover living costs or any other expenses)

    See for cost of living:

Scholarships are typically for undergraduate studies, not grad school. IF you qualify for any sort of financial aid whatsoever, it will not include any of your living expenses, health insurance, etc. You must prove you have ample funds for all school + living expenses, plus return transportation to your country of citizenship, to apply for student visa. You must be fluent in Norwegian, too.
