How can you tell if a forum blocks your ip?
lets say if a you get IP banned from a forum. Can someone else still access the with thier account using my computer if its ip banned ?

No, they cannot access the forum from your PC if it is still on the same service as when you got IP banned. IP ban is based on the service you buy from your ISP. Any computer, yours or others on your home network, will show up with the same public IP and still be banned.

IP bans are somewhat pointless because most people have a dynamic IP, and if they know how, they can figure out how to get a different public IP. Although, cable Internet often gives you the same IP for a long period of time based on the MAC (hardware) address of your modem. If you do get a new public IP then anyone who ends up with your old IP would not be able to access the site.
The site may use browser cookies to identify you and/or they could identify you if the site requires login.

No. Typically a whole range of IP addresses are banned. An entire country's if necessary.
