Is Skyrim Legendary edition for PC only playable through Steam?
I saw Skyrim legendary edition for 24$, but then saw a review of it on Amazon, someone said its only good if you have a steam account. I do have Steam but never ever use it. I only downloaded it because my brother told me to, but ever since then I've never used it. I wanted to get Skyrim for my PC...

STEAM is basically a Anti-Piracy network.
Almost all PC games now require STEAM connection (and if not STEAM then to their own Internet validation site.)
An internet connection to STEAM each time you log into the game is required, to verify that the player has a valid licensed copy of the game.
The only way to avoid STEAM is to have the game on a Console.
The "Skyrim" game is the same in all its packaging.
"Legendary" package comes with the three Add-Ons, (aka DLC, Down Load Content.) A good buy.
"Elder Scrolls Anthology" is the game plus its DLC, and ALL the other Elder Scrolls games and their DLCs. A best buy.
Before you buy the PC game, be sure your machine can run the game properly:
• Windows 7/Vista/XP PC (32 or 64 bit)
• Quad-core Intel or AMD CPU processor
• 4GB System RAM
• 6GB free HDD (Hard disk drive) space
• ★ NVIDIA or AMD ATI video with 1GB RAM:
Nvidia GeForce GTX 260 or higher;
ATI Radeon HD 4890 or higher
• DirectX 9.0c
DirectX compatible sound card
• Internet access for Steam activation
Anything less might not make for satisfactory gaming sessions.

You need Steam to install the game. After that, you can play in offline mode if you want.
Normally, you would want to play with Steam so you would get the achievements and such.
Steam is running a sale right now where you can get the legendary edition for 9.99.

Skyrim is a Steamworks game so it's only available on Steam.
If you have Steam already I don't see the issue.
