Israel is effectively battling for survival, surrounded by all kinds of nations who want them gone (It should be noted: those nations don't dive a damn about the Palestinians; they just want Israel wiped out.)
Israel gets most of its technology from the USA and Europe, especially things like nuclear weaponry. It also depends on the USA and European countries to back it up -- any other state would have a billion sanctions against it, like North Korea has or Cuba had until not so long ago, but the Israelis have not really been punished for breaking international rules and agreements.
So, it started way ahead of China in the technology stakes.
China, despite some aid from Russia (the USSR) has had to develop its own technology to catch up with the rest of the world. Sure they "stole" or otherwise acquired the technology, but they now have an infrastructure that rivals that of the USA and of Europe. In some ways, it's a better infrastructure for new development than anywhere else in the world. Add to that a low national income, and one can conclude that it's getting ahead of that in the Western world.
So, your initial data is not right. China will soon be so far ahead that Israel will be very friendly with China...
