Do I need to switch to an SSD drive on my DELL 15 3521 laptop to benefit from the upgrade to 16GB? It runs much slower now than with 8gb.?

The installation of RAM should have nothing to do with your storage mechanism. SSD's will help in responsiveness, more so than additional RAM will. The reason your additional RAM requires longer to boot up is probably because you're doing a full boot rather than a quick boot. There should be a BIOS setting to set it to a quick boot. At 8GB, there isn't a lot of difference between a full-boot or a quick-boot, but it's likely a big difference with 16GB.

No you do not need to change to an ssd to enjoy the 16gb ram upgrade. That said, you will only get to enjoy the benefits when you run many applications or applications that requires huge memory usage like photoshop, video editing/ rendering.
For average users, switching to sdd(from tradition hdd) will allow u to see noticeable difference in boot up time and applications start up time.
