In University, can high ranking professors look at your transcript and know previous grades if they want to?

One of my professors told me he knew what grade I got in all my classes cause he is the department head.

This was when he told me he was introduced in taking me on as a grad student.

    Yes, departmental heads have a lot of power and they may have access to many students' grades and transcripts.

    Yes, they can,and their rank does not make a difference. If they are going to be your academic adviser for anything or on your thesis committee .and especially your thesis committee chairperson, they have access to your transcript. You can have more than one academic adviser, even as an undergraduate.
