HD TVs became available in the late 1990s but it was expensive as hell. Think 8k current pricing.
Cable TV didn’t start broadcasting in 1080i until the early 2000s. It wasn't until the late 2000s that most networks started broadcasting in HD. Rabbit ear antennae didn’t become obsolete until 2009.
Why make 1080i videos, which is more expensive, when few people have an hdtv to watch it on.

Because that's what existed at the time
Cameras, laptops, Youtube, smartphones, etc did not support 1080p until the late 2000's.
