What roads can you drive a moped on in Virginia.?

I know you can't drive them on I-95 or other interstates but what about Highway 15 or Highway 45? Isn't it a speed to speed limit thing? Ex. speed limit of the road is 20 mph greater that 35 mph you can't drive on that road. Any help appreciated.

    " No person shall drive a motor vehicle at such a slow speed as to impede the normal and reasonable movement of traffic except when reduced speed is necessary for safe operation or in compliance with law. "

    If you cannot keep up with the speed of traffic, you are illegal. AND unsafe, which matters more.

    You can ride on the right side of any road except an interstate or any road with a speed limit over 55 mph.
