How rare is it for a cat to have 2 different colored eyes?

Not all THAT rare. Many breeds like the Japanese Bobtail, Turkish Angora and Turkish Van often have cats with odd eyes - heterochromia. That's because heterochromia most often occurs in coats that are solid white or mostly white and these are the most common colour of these breeds.
Once in a VERY great while odd eyes will show up in a cat with a tabby, tortie, solid, etc coat. Most often this is the result of the cat being a chimera - having two types of DNA - like this tortie.

It's a rare genetic mutation that occurs 0.215% of all cat births
