1. What does the idiom "in practice" mean in this case?

2. I can't understand this sentence exactly. Please explain this to me clearly.

    In practice as opposed to in theory. The plan looked good on paper but it did nothing in the real world.

    the law says do not kill or you will be punished

    the new law says do not kill and you may be forgiven

    the killing continues the same as before so in practice the new law has little or no effect
