Is it unfair for a student to have to go to summer school for a course he passed, just because he failed the state exam for that course?

My 17-year-old son passed his Social Studies class, but failed the social studies RCT (Regents Competency Test) during final exams.  So he had to go to summer school to prepare to retake that test, as students will not graduate if they don’t get a passing grade on the RCTs for all their courses.

    To move on to the next grade, a student must pass their classes.

    To graduate high school, a student must pass their Regents Standards test.

    You and your son both knew about the RCT exams and the consequences of not passing. So no not unfair.

    No. The reason some states give regents exams is because the courses were not of the same rigorousness in all schools, and they want to make sure that all students are getting basic mastery of the subject matter. Your son might have passed his class because the teacher gave easy tests, that didn't really measure the knowledge that the state wants students to have. So he has to pass the test.

    Maybe it's unfair, but not as unfair as other options, like he has to take a whole year over again because he failed one thing, or that he simply isn't allowed to graduate. I suppose they could have offered the option of him taking the test once more without the summer class, but if he failed the first time why would he pass the second time without further study?

    Why would that be unfair? It is a known that they have to pass whatever standardized testing is required. He did not, doesn't matter what else he has done or didn't do. He did not meet the requirements so he needs the summer school.

    It's not unfair.  He had two exams to pass, he failed one.  It's not one out of two.
