Does an iq of 80 get classified as learning disabled in your district?

In the US, learning disability is not based on 1 IQ number. It is a discrepancy between IQ and achievement.

Yes it does. However, results from such testing can be subjective.
One person can make a particular score on an IQ test and then another person can take the same test and score higher and yet the two individuals will display cognitive abilities not in line with their test results.
There are some pretty stupid people who score above a hundred and I know of one individual who I thought was extremely clever and imaginative person who only scored an 87.
IQ test are not a very reliable indicator of intelligence.
