Is it legal to drive with white visor lights in the state of California?

I drive in the mountains at night a lot, sometimes, my headlights just aren t bright enough. Other times, oncoming racers would end up in my lane. Is it legal to have them solid on? Flashing? (They are completely white)

    "Visor light"  an auxiliary lamp mounted in the top of your windshield.

    24402.(a) Any motor vehicle may be equipped with not to exceed two auxiliary driving lamps mounted on the front at a height of not less than 16 inches nor more than 42 inches....

    Your visor lights are illegal on the highway.  Period.
