Can a football club sign a random person?
like a person who doesn't have any background regarding football (even if the person is good at football).
e.g., a store clerk, a cleaning service, a teacher, a company CEO.

"Probably" assuming that the club isn't in breach of a salary/wage cap, the player in question can legally work in the country in question and isn't under contract with another club (amateur or professional).

This has been tried to get round transfer bans. A club that isn't allowed to sign any new players for whatever reason, signs some one on a non-football contract (i.e office staff), who then play as an amateur for no pay, although they get paid for their supposed office work.

Every league has their owns rules on signing players. In general, there would be nothing against it.

It can be done, but these clubs are so careful about their reputation and finances that a truly exceptional case would have to be made.
