You can't file such a charge on your own. Take your evidence to the office of your local district attorney and talk to them about it. That's the person that would file charges in your case.

You can report the 'touching' to the police............. just be careful not to 'report' rape if you are unsure what happened, you just report what happened not what you think it might have been

You were touched or penetrated? Rape requires penetration. Do you have any evidence at all? If no, then 7 years later, there will be no charge filed with no evidence. You can report it, but there is really nothing the police can do with no evidence of an alleged crime 7 years old.

If you report it to the police, they will tell you that touching is not rape. You will be made a fool of by your own ignorance.

Being touched is not rape. It's sexual assault. I'm guessing it will be very hard to prove, but it's still possible to file a charge.
