    A lack of sleep

    If they are temporary: not enough sleep, too much alcohol, crying.

    If they are permanent: aging and/or heredity.

    Permanent bags can be removed only via expensive techniques used by cosmetic surgeons. Temporary bags will drain and deflate on their own, but you can help the process by putting something cold on them, gently patting with your fingers, or using a commercial anti-puffiness eye product.
