Office Manager said I’m not allowed to know my brother’s dental information?

He said due to HIPPA Law I’m not allowed to know anything about treatment, financial standing and things of that nature. Is this true?

    If he is a minor or you are his guardian then you can. If not you cannot know even though he is your brother.

    This is true (unless you have a legal conservatorship over your brother or he is a minor and you are his legal guardian).

      Conservatorship -   When  a  guardian is  appointed  by  a  court   to  manage   decisions  of   someone  else  due   to  physical  or  psychiatric  limitations.

    Without a signed waiver from your brother or a court order, that is true.  Unless you are his custodian, that will not happen.

    If you work in the office, you can have access to his file for anything related to your actual work, legally. Ethically, the owner is wise to not give you access to family member's files for any reason, and they are free to set that policy.

    If you do not work in the office, of course you have no right o know any of that info.

      Then he'd have to tell the office -- sign a waiver -- to release the information to you.  How else are they to know that he thinks it's fine for you to get it?

    Yes, that's true except for that it's called hipAA, not hiPPa. Your brother can tell you, of course ...but you can't look it up on your own.
