In 2012, if Obama gave $400 million in military aid to Slovakia in exchange for info relating to Mitt Romney would that be quid pro quo?

    The better comparison would be if he had withheld Slovakian aid, but it certainly would seem like something for something. The thing is about seeking foreign government assistance for domestic matters, which amounts to inviting that nation to spy on us.
