It sounds as if the person is slipping into dementia.

Why are you picking on us old people, we didn't do anything to you?

We DON'T HAVE A MENTAL CONDITION, it's your fault we get nervous and shout.

Why does it have to be a "mental" condition?  I find that sometimes I just don't like the way younger people act, or that I may be tired, or just don't want to be involved in dialogue.  I like quiet, too, but shouting is stupid, ridiculous, and childish; something my grandkids do until they can understand why they don't need to shout---like under 7 years old.  It could be I lack patience, but I don't think what you describe is a mental condition entirely.

If you are concerned about this then ask one of the medics in charge of this person's care.
