is there a way to play steam games without steam open?

    You can try to find the directory where the game's .exe file is and run it within your steamapps folder. It's probably somewhere like C:\Program Files\Steam\SteamApps\common\<game name>

    Some games will launch without any issue but others will simply try to launch steam if it's not running already.

    Unfortunately, MOST games you have on Steam require you to run Steam as it (& your user account) acts as the DRM keys to the game.  HOWEVER, you can run it in offline mode.

    With that said, some games on Steam may be DRM-free & can be run without Steam.  HOWEVER, you'll have to manually locate that game's executable to run it on your own...  so this will be a hit-n-miss deal.  If the game is a major AAA title, it's likely going to have some DRM.  If it's a lesser-known indie title, it's likely DRM-free.
