Should it be illegal for a woman to accuse a man of rape if she doesn't have proof?

She can accuse, but the prosecutor can refuse to charge. They have guidelines that determine if the incident meets the criteria of a chargeable offense. Like she only complained after he broke up with her.

It is illegal to file a false police report or to make false allegations.

If she's telling the truth why not. But i do believe justice should be much harsher on those filing false claims.

No. It should be, and is, illegal to accuse a man of rape if the accusation is knowingly false.
Rarely does anyone who initially comes forward to report a crime do so with "proof" that the crime has occurred or who the perpetrator is, but reports of criminal assault should be taken seriously by law enforcement and investigated appropriately regardless of the gender of the alleged victim or the alleged crime they are reporting.

Of course not. He should not be found guilty if there is not "proof" beyond a reasonable doubt.
If it is found that the woman likely lied, like Christine Blasey Ford likely did, then the woman should be tried for perjury and whatever charges stem from that lie. If found guilty, she should serve her sentence.

Yes. Women should be sentenced to what the accused man would have been sentenced to if it is found that she has no evidence.
