In theory, yes.  The provider can block the VPN too.

When you use a VPN you need to first make an "open" connection to the VPN server, after which all your communication is tunneled.  The provider could block the initial connection.

    Depends how they block:

    White list good sites? blocked

Black list bad sites? not blocked

    DNS inspection? maybe blocked

Allow all requests go through a proxy? myabe blocked

Yes, unless the wifi provider blocks the vpn provider.

Depends on how the provider has their firewall set up.  Usually a VPN will conceal your traffic that so that the firewall will not know where it is going so it lets the traffic through and you can reach the site.  But some providers will block unknown traffic like a VPN and will not allow it through whether it is going to a block site or not.  So it depends on how the firewall is set up.

Yes you can as long as the VPN isn’t being blocked, all traffic goes through the VPN’s server before it reaches the site you’re connecting to.
