How to get 220 volt to 110 volt and vise versa  ?

    Depends - which specific application are you talking about?

    For general low power stuff, and keeping at the same frequency, a transformer will do the job (in either direction).

    If you're talking about US household installations, you'll need to ask an electrician - ISTR that you are using 220V two-phase hookups, so a single phase to ground will give you 110V, connecting across the phases will give you 220V (I live in three-phase 400/240V country).

    If you need to convert between what is now 240VAC/50Hz and 120VAC/60Hz, you will need a frequency transformer. Classically, a coupled motor/generator pair, nowadays usually a stack of electronics.

    Step down transformer to get 110VAC from 220VAC. Step up transformer to get 220VAC from 110VAC. The Latin word is vice versa and not vise versa.

    In practical terms in household wiring, for 120 connect to a single pole breaker, for 220 connect to a double pole breaker.

    With a transformer if it's AC and those voltages suggest it IS AC you are talking about.
