If you have to ask on YA, then you probably don't need to be buying chemicals.

Through any of a number of chemical suppliers. There are laws that apply though, so you might have to justify the purchase if you are not a recognized institute or company. There are many chemicals that I, as an individual, cannot purchase just because I want them. There are, however, also many chemicals that can be purchased in lab quantities without any issues whatsoever. Pretty easy to get basic organic solvents and inorganic acids or general reaction chemicals in lab-level quantities.
The laws do vary quite a bit depending upon where you are, and in the US there are a bunch of different laws that can apply. Only one way to find out, and that is to call a chemical supplier and ask. Purchase of some chemicals will be reported to law enforcement, and purchases of large quantities of certain chemicals will also be reported to law enforcement.
It isn't all that common for people to have a home-based research laboratory so you can expect a lot of questions from most providers if you are not working from an established university or research facility.
