Everything would continue going forward in the same direction as they were as the earth was moving through space.. Think of yourself in a moving car. What happens when the car suddenly stops? The same thing would happen to just about everything on the surface of the planet. The oceans would slosh onto the land in a gigantic tsunmai. The earth's gravity could be sufficient to retain most of the atmosphere. After a short while both the atmosphere and the oceans would attain equilibrium over the entire surface.

you would definitely see a debris cloud from all the loose materials at the earth surface continuing on when the rocky part beneath came to a stop. Earthquakes, tidal waves, volcanoes, would also happen, but the biggest thing is that soil and everything on the soil would skip along the surface of the earth until it lost its kinetic energy.

The rocks, topsoil, pets, atmosphere, etc. spin with the earth. Therefore if the Earth suddenly stopped rotating then they, as part of our planet, would stop too.
This sounds counter intuitive, but think of it like a helicopter. Even though it can travel in any direction, when hovering, the planet underneath doesn't pass it by.
Hence the helicopter isn't totally independent of the Earth when flying, even though it could seem that way.

The Earth would not have gravity or any atmosphere so no thunderstorms. No electromagnetism for compasses. Satellites would spin off out into space. Ocean water would float around. Half of the Earth would get Sunshine and burn up. The other half of the Earth would freeze solid. The Moon would fly off.

If the Earth stopped suddenly, angular momentum would throw most of us into space. Those living near the poles would be spared, but the sudden jolt would probably be fatal.
