Why would 2 campaigns struggle to spend daily on targeted ads?

The client wants to run 2 campaigns running simultaneously using similar targeting, but one campaign is running through Open Auction and the other one using a Private Marketplace deal. Both of them are struggling to spend daily according to the expectations and they asked you to help them with it since their knowledge is still shallow because they just started running programmatic campaigns.
