Are audience members brought down for sitcom scenes that need crowds?

I had asked this question before but I didn't get a single answer, so I decided to try it again.

I was watching the season one finale of Reba, and at the graduation scene, I looked at the audience in the stands and wondered something... are the extras in scenes with crowds supposed to be members of the live studio audience that are brought down to help out?

    Probably not,    

    Due to union rules of the SAG/AFTRA (Screen Actors 

    Guild‐American Federation of Television and Radio Artists) 

    I don't know the rules, but I know 

    it is probably not something the union would like. 

    Also , they need to make sure they have enough extras in correct 

    clothing  a head of time and to rehearse the scene.  

    They could do it occasionally as a publicity stunt or

    as part of a contest..
