Find the serial # on the transformer and ask the power company if it has PCB oil in it.

Take a sample of the transformer oil and analyze it by gas chromatography using an electron capture detector

You have to sample it if it's not been tested and labelled as PCB free or not.

Mixtures of polychlorinated biphenyls (PCB’s) were manufactured commercially in the US until 1977.

If manufactured after that date, you know it doesn't.

If before that date, it probably does! I suggest that a company, such as mgmtransformer.com be contacted to see if it's PCB or not. They could tell you given info on the transformer.
