    Fifteen percent of nothing is nothing.

    It is impossible to get a value from Nothing.

    15% x 0 = 0

    Anything multiplied to zero is ZERO. !!!!!

    15% = 0.15

    "fifteen percent of nothing is nothing" is the same as saying "0.15×0 = 0," which is true."fifteen percent of nothing is fifteen percent" is the same as saying "0.15×0 = 0.15," which is incorrect.

    Replace word 'nothing' by 0 and your 2 statements become equivalent to

    (15/100)*0 = 0.

    (15/100)*0 = (15/100).

    The 1st  statement is correct.

    The 2nd statement is obviously incorrect.

    "Fifteen percent of nothing is nothing" is correct.

    in other words

    anything multiplied by zero equals zero. You are multiplying 0.15 by 0.
