why Ronald Reagan was considered the last decent US president?

Well, he initialed the economic conditions that made America great again (for that time) as well as stood toe-to-toe with the Soviet Union, pushing them over the edge.
George H. W. Bush was no slouch on the economy. He made immediate fixes to S&Ls dealing with that scandal before it got out of hand. He was masterful in putting together the coalition against Saddam Hussein. Unfortunately, he didn't do as good of a job selling the economy to the public as Clinton and Gore did selling how "bad" it was to them.
Clinton was actually good in how he didn't really mess with the economy, knowing a good hing when he saw it. He let Congressional Republicans do that. They turned a good economy into a great one with things like a Capital Gains tax cut.
Now, after that, you are right, until Trump. He in the end turn out to be very Reaganesque on economic issues and maybe even foreign policy. Stay tuned.

Considered by whom?
Reagan was far from decent.
Was Reagan 'decent' compared to the low life Trump?
Yes but that is not setting the bar very high.

Reagan had the most corrupt administration of the 20th century. 193 of his appointees were indicted. He sold weapons to terrorists. So of course he's conservative's golden boy.

Reagan was racist homophobic and an economic disaster.
It's a toss up between Bush Jr. and him whether they are the second and third worst presidents in US history behind Trump.

Reagan was a good and decent man and a very good president. GHW Bush was ok. Clinton was horrible. GW Bush is a very good and decent man as well but a little to far left. Obama was the bottom of the barrel a total disaster. Trump is crass but he gets the job done and sometimes you need a mean SOB on your side to deal with the extremists of the Left.
