What’s the difference between this two phrases ?

What are you trying to say vs what are you trying to tell me ???

    No difference in meaning between say and tell, in this instance anyway.

    The one with "say" doesn't specify "to me", whereas the one with "tell" does explicitly state "me" as the (indirect) object.   If it's clear from context, you don't need "to me" with "say", but "tell" sounds awkward without "me" (or some object).
