What does a jury call this margin of error that exists when a jury cannot come to a collective decision in ' 12 Angry Men'?

I'm not sure what you're asking.
In the UK, if the 12 jurors are unable to reach a verdict upon which they are all agreed, the judge is usually able to tell them that he will accept a majority verdict of 11 to 1 or 10 to 2.
If they cannot even get that close, it's called 'a hung jury' and they normally abandon the trial and have a retrial some months later.
