    He can't.. YOU are one of the UNEDUCATED ones who wish the Pres had that power so IF by some chance your queen hillary bought her way in she would not be caught for it. 

    What can happen and has happened in the past is the VP after becoming President CAN GRANT TOTAL AMNESTY... 

    That has happened n the past and can happen again.

    No, that would be inappropriate and would alter Constitutional Principles.

    But the American Voters rejecting ALL of those Corrupt Democrats running for reelection in the House would be a Great Option.Their MASSIVE waste of time and effort plus waste of assets and opportunities for American Citizens is a disgrace and their behavior has been despicable.
