if my computers processor is 2.2 ghz but can go up to 4.10 ghz, can i download and play a game that requires a 2.3 ghz processor at minimum?

No. even with overclocking a 2.2 ghz processor Will Never reach 4.10 ghz. You will either fry your processor or freeze everything.

2.2ghz is the base speed which is based off the target TDP. Modern day processors have a dynamic clock speed. The speed of all the cores will be determined by thermals and the intensity of the program. There is a limit which can be found by running CPU intensive programs.
Listing a clockspeed is misleading anyway. For example and if both processors have the same core count, a 3rd Generation Intel Core series processor will not perform as well at 2.2ghz as a 7th Generation Intel Core series processor at 2.2ghz. 4.1ghz is the single core Turbo boost speed which works in small bursts.
Minimum requirements consider what it takes to run a game at 1280x720, whereas the recommended requirements consider what it takes to run a game at 1920x1080. Of course, the Graphics card will play the most important role when it comes to gaming because the GPU processes what appears on the screen. The CPU directs the GPU and the CPU controls things like non-playable characters .

Without a problem. You should pay more attention to your GPU. As far as the processors go, I played games that required 2.4ghz on a 2.2max processor without a problem

not recommended for long term use. just in small bursts.
besides, it's more important to have a video card. never go by MINIMUM requirements. only by recommended.

GHZ does not mean much in performance now...
you can have a 4.5 GHZ cpu that is out performed by a 2.3GHZ cpu (core count matters most for most games)
games also mainly require a very powerful GPU in combination with the decent processor.
if your cpu is a single core or duo core then you will likely not be able to play it, plus the generation have to be the same or newer for that rating to matter (each generation is generally 10% higher performance than the last.
