They elicit a shocking response. The reason they can't be said is because the moment they enter the regular language, they lose their value as a curse word.

Why are we allowed to say poo and not sh**? No real reason, except that the latter is designated as a taboo word. Now, when you need to say something shockingly strong, you can use the word sh**. But if you start using the word a lot, it won't work when you need it.

Every culture has a small handful of these designated curse words, and they aren't always the same, but usually they are related to something we see as "dirty". Poo, pee, sex, abortions, dirt, vomit, blood, puss, etc.

These change over time. If you read children's books around 1900, you will see they quite frequently use the word A** (donkey), which most people wouldn't let their children say today.

The truth is that curse words are said by anyone who verbally expresses their aggression. There is no harm in cursing for f*ck sake.

Because humans love sin.  And by the way, they can be said.  It would be nice if people wouldn't use them but that's the way it is.

They can be said -- I'm proof of that, and I use them when I deem it appropriate.

Several GOP Senators even drop them on the Floor of the US Congress when it isn't

appropriate...  Orange Don does it when he has to write huge checks to Hookers...  you'll see/hear curse words in a lot of places.

Lots of things exist - including words and deeds - that shouldn't be said or done.

They can be said.  Read General George Patton's speech he gave 1944:
