Why did Naruto (as a series, not the character) start out so good but become so bad by the time it ended?

The anime was made faster than the manga so they made fill in episodes. The people who wrote those episodes didn’t consider the original story at all so they make no sense in the context of the manga.

I don't think the creator expected the series to be as successful as it was, so it didn't originally have a lot of story to it. To keep up with the demand, the creator made up a lot of the story on the fly, as the anime was advancing past the manga. That why the series is full of fillers and back stories. You might also notice the drop in quality of the character design and animation, due to the increase of producing episodes, which led to the hiring of cheap labor, Korean animators.

I think the problem came when they transitioned from a plot where Tobi was making maneuvers into the 4th Shinobi war. To do that the show stopped being about ninja and became an open war. It also involved rapidly ramping up power levels to a place where Naruto, Sasuke, Madura, and Tobi were all so ungodly powerful that it ungrounded the entire show.

Probably because when an Idea starts, the creator was mulling over and creating fresh ideas years before the series even began and the first couple arcs he could use a lot of his ideas he’s been thinking about but as time goes on and with job deadlines it becomes harder and he has to make ideas on the spot. You also lose interest in some things after doing it for too long.

It would've been better if Naruto had died after battling with Sasuske releasing all the Kyubi. The ending just recycled Hashirama's and Madara's last battle.
