What television series would you argue started the trend of big budget television series as the new popular form of medium over film? ?

I'd argue either Lost or GoT

The budget for one season of Lost was probably about the same as 15 minutes of one episode of Game of Thrones.  They do not belong in the same category.

Subtracting pay channels like HBO, as they've been cranking out expensive to produce, critically acclaimed stuff for a couple decades now, I'd have to hand it to The Wire.  It was beloved by critics and audiences alike from the beginning to the end, had phenomenal acting, and even to this day people cannot shut up about it.  I really think it changed public perception and expectations for what television could be like.
