    Because that which is known about God is evident within them; for God made it evident to them. For since the creation of the world His invisible attributes, His eternal power and divine nature, have been clearly seen, being understood through what has been made, so that they are without excuse. For even though they knew God, they did not honor Him as God or give thanks, but they became futile in their speculations, and their foolish heart was darkened. Professing to be wise, they became fools, and exchanged the glory of the incorruptible God for an image in the form of corruptible man and of birds and four-footed animals and crawling creatures (Romans 1:19-23).

    Some intelligence yes, how much would depend on the quality of the design.

    If something is in fact designed, sure.  A raw diamond dug out of the ground has no design and is not intelligently produced.  A cut, faceted diamond is very intentionally designed by an intelligence who wanted it to look that particular way.  A chunk of ice that fell of a glacier, not designed, no intelligence.  An ice sculpture of a swan, intelligently designed.  See the difference?

      Difference is, we have evidence of the existence of diamond cutters and other people who design things.  We have no credible, reliable, verifiable evidence of any god.  There is no rational reason to believe that character is anything more than fictional until/unless actual evidence is found.

    the evidence of the existence of a Supreme Designer can be seen in the design, order, and complexity of living things on earth. They all bear the marks of a Supreme Intelligence. This is also true of the design, order, and complexity of the universe with its billions of galaxies, each containing billions of stars. And all the heavenly bodies are controlled by precise laws, such as those for motion, heat, light, sound, electromagnetism, and gravity. Can there be laws without a lawmaker? Rocket scientist Dr. Wernher von Braun stated: “The natural laws of the universe are so precise that we have no difficulty building a spaceship to fly to the moon and can time the flight with the precision of a fraction of a second. These laws must have been set by somebody.”

    It depends on what you mean by 'design', but not necessarily. An unintelligent process of trial and error could be said to be a process of design.

    First you have to define "design", and the universe doesn't qualify.  A watch does.  The watch is orderly, designed, the universe chaotic, without design, simply reacting to the laws of physics..
