Some carburetors were designed so that the choke did not operate until you stepped on the gas once.

Take off the air cleaner and look down the carb.  There will be 2 butterfly valves.  One near the top and one down lower.  The one at the top should be horizontal if you want the car to start.  If it is vertical, then it should close to horizontal if you move the gas linkage.  If it stays vertical , then you need to have the choke adjusted.

    It's a carburetor.  That's how things work

With a carburetor it helps if you pump the gas once before starting.

Get an external tachometer and adjust the idle speed and idle mixture (if idle mixture is adjustable).  Engine must be at operating temperature before making adjustments.
