Ideally, someone will post an information/knowledge seeking question (or a question seeking info on other people's experience with something) and other users will respond who have knowledge or experience with that topic. Any time after the question has been posted at least 1 hour, the user who posted it may select the answer they liked best and in doing so the user who posted the answer is rewarded with 10 pts (or more, if anyone gave their post a thumbs up). The questions are maintained on the site, for other people to access for general information or in case they have a similar/same question. Any post considered a violation of the site's Community Guidelines or the Terms (of Service) of Yahoo/Verizon Media may be reported by the users here, and if the post gets reported enough it will be removed from the display and the user who posted it will lose 10 pts.

It doesnt. Think of it as a proving ground for trolls. That's more in line with what it is than what was intended.

You click on the category you're interested in, or that you know a lot about, and if you have an answer, you click on it and answer it. You can give other answers a thumbs up or a thumbs down, or you can leave a comment. Here's a tip: When you're scrolling and find a question that you want to answer, right-click on it, and open it in a new window or tab. That way, when you're done, you're at the same place on the list of questions that you were, you don't have to start all over again at the beginning (which is frustrating).
