Um. Yes? People have had 20 x more than that

8000 words is a middling long short story.
If you're self-publishing you could produce it as a pamphlet.

Yes, that would be the short end of a novelette and somewhat shorter than a novella. It could also be a fairly long short story.

a short story of 16-pages: "waiting for godot" by samuel beckett.
80000 words/ 500 words per page = 16-pages.

Not a novel, that's for sure. Novels are 60,000 words. Picture books have an upper limit of 500 words. So you'd be looking at a chapter book for kids under the age of 12.

The absolute minimum word count for a modern book is far more than 8000 words. You're in the range of a somewhat long short story.
Books for adults in the present market start at around 60,000 words, and only a few genres are open to works that short.
(Yes, there are books much shorter than that, but I'm talking present day publishing.)
Of course, if this is a book for kids, or a book intended to be more about illustrations than text, everything changes.

You can have books of any length. The shortest one would be "Wit and Wisdom of Donald Trump". The longest one would be a book of his lies and misstatements.

LOL your question reminds of the the book War and Peace! I don't know if it had 8000 words but it was massively wordy and exceedingly boring.

You could have 8 to 10 1,000 word children's picture books or 1/2 of a middle school book. Those are ballpark numbers literary agents would like.
If you're self-publishing (plenty of help online, reasonably inexpensive, as few copies as you care to have to distribute), any number of words is acceptable.

Yes you can. It better be something good to read if you want people to read it though.
