When can a security guard detain someone for suspicion?
I saw a guy who appeared to be detained by a security guard in a residential area. He didn’t look sketchy-he was clean cut, wearing polo tucked into khakis. Not someone you’d expect to see go through all that

legally, they cannot detain ANYONE who has not broken a law.
of course, they can ACT like they can, and people can choose to comply.
if it is a private neighborhood, they may have rules that you comply to on entering, but those rules must be clearly posted at all entrances.

when you let them...security guards have no actual power

Security guards do not actually have any more legal powers than any member of the general public; they have just been employed by a business to help protect it from theft. If they actually see a crime happen they can detain a person only until police arrive just as any citizen may do. If they only suspect a person may have committed a crime, detaining that person isn't legal and they can be sued or face charges against them.
