    Dear God, some kind of terrier but it looks neglected, sad as hell and just pitiful! 

    For he love of God please get that poor thing some help.

    Looks like a chinese crested  powder puff dog.  They come in two varieties, "hairless" or "powder puff"

    The answers you're going to get here are not going to be accurate they are only going to be guesses. My guess is it's a mixed breed that has Poodle in it. It's probably not a full breed of anything. 

    The only way to get an accurate information is to have a vet run a DNA test. 

    Please. Take this dog to a vet. It doesn't look too healthy. It's skinny and looks weak. If this is your family member here in that picture you're not taking very good care of it. He/She needs a bath, hair brushed, and food.
