Well, if it's anything like MY first home computer, you will need to attach the power supply and peripheral devices (I/O devices), load the bootstrap program into the memory from punched paper tape, then use that to load the operating system from the floppy disk or cassette tape. Once you get to that point, how you proceed will depend upon what sort of application software you want to load and whether it came on a ROM or PCMCIA device or something else.
It's not easy, but a lot faster than doing it with the octal program through the binary switches on the front panel.
When you get more advanced, you can plug in a modem, load an interface "driver", and use it to dial into an internet service provider. You will also want a real-time visual display device by that point as well (i.e., a CRT or dot matrix LED, or the like). Nixie tubes won't do you much good.

If you have to ask this question:
put your computer in a box
take it back to the store
because you are too stupid to own a computer

I don't know how to answer questions on here but when I learn I'll explain how to use a computer.

Depends on what the computer is, what programs are on it, and what you want to use it for.
That is all that can be discussed from no details.
