is a 25 year old very different mentally from an 18 year old?

    Perhaps... our brains don't stop developing until we reach our mid-20's

    Typically, yes (not always). A lot of maturing tends to occur in the early adult years, as people become more independent and start their adult lives, gain responsibilities, etc. The brain is also finishing its development and typically done around age 25. Most people in their mid 20s have had a lot more life experience than most 18 yr olds.

    Consider the 18 yr old is usually just graduating high school (or not long out of it), and typically still living at home. They may or may not have a job, and most that do have jobs with minimal responsibility. Most 25 yr olds are living away from home, many are married and may even have one or more kids. They're often through college and onto their career path or possibly seeking even higher level education.

    The brain doesn't finish growing in until around 25 so an 18 year old is still impulsive without the ability to truly grasp the consequences of actions.
