What could make light bulbs flicker and a phone restart?

Update:

what does it mean if this just happened? My unplugged phone restarted while my lamp was flickering. Turned another lamp on and it was also flickering. More like dimming in and out.

    A power surge. If a power line goes down there might be an intermittent power delivery before it goes out.

    More than likely the lamp(s) have NOTHING to do with the old battery in your phone that needs replaced.

    We used to call them "brown-outs". Your electric company just cut power or switched power over.
